รัฐมินิโชต้า เป็นรัฐตั้งอยู่ทางตอนเหนือของประเทศอเมริกา มีประชาชนชาวเอเชียอาศัยอยู่เป็นจำนวนมากพอสมควร เมื่อปี พ.ศ. 2547 โดยความดำริของคุณสุภาภรณ์ ชุมพลภัคดี และครอบครัว พร้อมด้วยเพื่อนๆ หมู่คณะ มีทั้งชาวลาว ไทย อเมริกัน ได้มีความคิดเห็นตรงกันว่า ควรจะหาที่สร้างวัดสักแห่งหนึ่ง เพื่อตั้งขึ้นมาเป็นที่ปฏิบัติภาวนาบำเพ็ญเพียรทางตรง หลังจากเสาะแสวงหามาหลายที่ จึงได้มาพบพื้นที่ซึ่งเป็นที่ตั้งวัดในปัจจุบัน ห่างไกลจากบ้านคน สงบเงียบ พื้นที่กว้างขวาง ประมาณ 11 ไร่ รอบวัดทั้ง 4 ด้าน เป็นป่าโปร่ง เหมาะสำหรับการตั้งเป็นกรรมฐาน สอนปฏิบัติภาวนา จึงตกลงซื้อบ้านพร้อมด้วยที่ดินราคา 230,000 เหรียญ ผ่อนส่งเดือนละ 1,800 เหรียญ
สิ่งก่อสร้างภายในวัด
วัดอโนก้าธัมมาราม มีกุฏิ 1 หลัง เป็นอาคารยาวประมาณ 20 เมตร มี 2 ชั้น ชั้นบนมี 3 ห้องนอน 2 ห้องน้ำ ด้านทิศใต้ มีมุขยื่นออกไปเป็นห้องโถงใหญ่ กว้าง 8 × 6 เมตร จัดทำเป็นหอสวดมนต์ นั่งสมาธิภาวนา ชั้นล่างเป็นห้องครัว และมี 1 ห้องน้ำ 1 ห้องนอน ในส่วนของหลังคาเดิมเป็นแผ่น.......... .......... เมื่อปี 2007 ได้ทำการรื้อของเก่าออก เปลี่ยนเป็นสังกะสี สีเขียวแทน ดังเห็นได้ในปัจจุบัน
ในส่วนด้านหลังของวัด เมื่อปี 2010 คุณสุภาภรณ์ ชุมพลภัคดี ได้รับบริจาคทรัพย์จำนวน 20,000 เหรียญ ได้ว่าจ้างรถมาทำการขุดสระ และทำเป็นลานธรรมกลางน้ำ เพื่อให้ผู้ปฏิบัติธรรมได้มานั่งสมาธิภาวนา ทุกวันพุธ – อาทิตย์ และปัจจุบันได้พัฒนาขึ้นมาเป็นอุทกสีมา ใช้ในการอุปสมบท ซึ่งทำพิธีอุปสมบทมาแล้วไม่ต่ำกว่า 20 รูป
จุดประสงค์ในการก่อตั้งวัด และนโยบายในการเผยแผ่
1. พยายามทำให้วัดเป็นที่พึ่งทางใจของประชาชนอย่างแท้จริง โดยเน้นไปที่การสอนการปฏิบัติภาวนากรรมฐานทุกอาทิตย์
2. ปรับปรุงสถานที่ และสิ่งแวดล้อมภายในวัดให้ร่มรื่น เป็นธรรมชาติ ดูสวยงาม มีระเบียบ เหมาะสมแก่การบำเพ็ญทาน ศีล ภาวนา
3. เปิดการสอนอบรมกรรมฐาน แก่ผู้สนใจด้านสมาธิภาวนา ทุกวันพุธ และวันอาทิตย์
