The mission of the Friends of the Community Path is to connect regional path networks and public transit via the Community Path extension (CPX). MISSION:We advocate to connect the Minuteman Bikeway and Charles River path networks, by extending the Community Path along the future Green Line extension (GLX).

GOAL:Full Community Path Extension (CPX) design and construction as part of the Green Line Extension (GLX) project

The proposed CPX will run 2 miles from Lowell Street in Somerville, along the route of the Green Line extension (GLX), delivering riders to 4 of the new Green Line stations:Lowell Street, Gilman Square, Washington Street/Brickbottom, and Lechmere (in East Cambridge).

The CPX will link the Minuteman and Charles River path networks, to make for ~48 continuous miles of path network through 11 Boston Regional MPO cities and towns.

Thanks to all who support the CPX as part of the Green Line Extension (GLX).

MAY 2017 STATUS - CHALLENGES & OPPORTUNITIES

After tireless advocacy by the Friends of the Community Path and other CPX stakeholders since 2001, MassDOT and the MBTA announced in May 2014 that full CPX would be built as part of the State’s Green Line Extension (light rail) project (GLX)

However, as part of GLX cost reduction effort in 2016, the State (MassDOT and the MBTA) _reneged_ on this commitment to build the CPX as part of the GLX. Due to efforts spearheaded by the Friends and supported by many stakeholders, $20 million of the planned CPX was restored to the GLX project.

Yet in December 2016, the MBTA’s GLX Team eliminated the critical last leg of the CPX from Washington St. in Somerville to the existing North Point paths in Cambridge -- a 3,100’ gap that includes a bridge over the Fitchburg commuter rail tracks. The GLX Pla also removed all 3 street access points for ~3/4 of a mile of the CPX, between School Street and Washington Street in Somerville so there is no neighborhood CPX access there.

Despite public outcry, the STate has not yet adapted pur plan. We are working on it!

This missing CPX link is needed to connect the Minuteman Bikeway to the Charles River paths. Without this missing CPX link, the only bike/ped route from Washington St. to Boston is a narrow,decrepit, non-accessible, unprotected sidewalk on the fast, polluted McGrath Highway (Route 28), with no shoulder or room for bike lanes.

The missing CPX link is also the connection node to the future Grand Junction Path.

If this missing CPX section is not built as part of the upcoming GLX project, it likely will not be built in our lifetime -- because the GLX and CPX will share infrastructure and heavy construction machinery in this very busy Commuter Rail and Green Line right-of- way. Therefore this is really a “once-in- a-lifetime” opportunity!

So although the GLX is the State’s largest transportation project (~$2.3 Billion), the GLX is so far declining to build this last CPX section, which may cost as little as $5-10 million with a cost-effective and user-friendly design or ~$20-25 million with an outdated, over-designed plan.

Therefore, the Friends of the Community Path continue to advocate for the adoption of less expensive, value engineering alternative designs to reduce the cost of the full CPX such that it can be constructed for the $20 million CPX “budget” as part of the GLX. A possible, partial success of this advocacy has been achieved in that within the GLX RFP issued to the 3 competing Design Build Contractors, are 6 alternative “add-ons” to be considered and cost-estimated by the Design-Build contractors. Numbers 4 & 5 of the potentilal “add-ons” are missing parts of the CPX.

So if the base GLX design-build bids are less that the present $2.3 billion GLX budget, some of the “add-ons” MIGHT be added and built as part of the GLX project. If not, the Friends and the City of Somerville and others will have to very quickly identify other funding sources to construct the “missing CPX link”.

However, MassDOT also recently informed us that if the missing CPX link is not included in the GLX because of budget constraints, the City (Somerville) will have to pay for the design of missing CPX link so that other possible sources of federal and/or State construction funding (TIFIA, MPO, CMAQ, CIP, FHWA path funds, etc.) could possibly be accessed.

REGIONAL SIGNIFICANCE OF THE CPX

This proposed Community Path is an extension of the 23-mile Minuteman Trail will link to the 23-miles of Charles River path, making for ~48 miles of continuous path network.

This missing link makes regional connections though 11 Boston Metro are Cities and Towns -- from Bedford, Lexington, Arlington, Cambridge, Somerville, and Medford to the Red and Green Lines (in Cambridge and Somerville) and to Boston, Waltham, Watertown, and Newton.

LOCAL SIGNIFICANCE
This proposed CPX will increase T-ridership on the new Green Line extension at a very low cost per T-rider. The CPX and GLX will run together near 6 Somerville public schools (Brown, Winter Hill, Somerville High School, Capuano, Edgerly, East Somerville Community School). The CPX will create safe, active routes to schools and work with good air quality, helping to fight the epidemics of childhood obesity and asthma.
